This has been referred to as an imitation of 'Old English' type language. This is not really old English nor should it be considered as biblical in connotation, another suggestion that has been made. It originates in the ancient Latin "ave". Are you familiar with the phrase "hail fellow well met"?  The rest of it is really just Tom's sense of humor as in 'facetiousness'. The proper feeling is to emulate this spirit with appropriate words, maintaining this light hearted spirit, and over stated congratulations, for completing a somewhat difficult task.
